1以下所記的是 摩西 在 約旦河 東的曠野、 疏弗 對面的 亞拉巴 －就是 巴蘭 、 陀弗 、 拉班 、 哈洗錄 、 底撒哈 中間－向 以色列 眾人所說的話。（
1These are the words, which Moses spoke to all Israel beyond the Jordan, in the plain wilderness, over against the Red Sea, between Pharan and Thophel and Laban and Haseroth, where there is very much gold:
2從 何烈山 經過 西珥山 到 加低斯‧巴尼亞 有十一天的 路程 。）
2Eleven days’ journey from Horeb by the way of Mount Seir to Cadesbarne.
3出 埃及 第四十年十一月初一日， 摩西 照耶和華藉着他所吩咐 以色列 人的話都曉諭他們。
3In the fortieth year, the eleventh month, the first day of the month, Moses spoke to the children of Israel all that the Lord had commanded him to say to them:
4那時，他已經擊殺了住 希實本 的 亞摩利 王 西宏 和住 以得來 、 亞斯他錄 的 巴珊 王 噩 。
4After that he had slain Sehon king of the Amorrhites, who dwelt in Hesebon: and Og king of Basan who abode in Astaroth, and in Edrai,
5摩西 在 約旦河 東的 摩押 地講律法說：
5Beyond the Jordan in the land of Moab. And Moses began to expound the law, and to say:
6「耶和華－我們的上帝在 何烈山 曉諭我們說：你們在這山上住的日子夠了；
6The Lord our God spoke to us in Horeb, saying: You have stayed long enough in this mountain:
7要起行轉到 亞摩利 人的山地和靠近這山地的各處，就是 亞拉巴 、山地、高原、南地，沿海一帶 迦南 人的地，並 黎巴嫩山 又到 幼發拉底 大河。
7Turn you, and come to the mountain of the Amorrhites, and to the other places that are next to it, the plains and the hills and the vales towards the south, and by the sea shore, the land of the Chanaanites, and of Libanus, as far as the great river Euphrates.
8如今我將這地擺在你們面前；你們要進去得這地，就是耶和華向你們列祖 亞伯拉罕 、 以撒 、 雅各 起誓應許賜給他們和他們後裔為業之地。」
8Behold, said he, I have delivered it to you: go in and possess it, concerning which the Lord swore to your fathers Abraham, Isaac, and Jacob, that he would give it to them, and to their seed after them.
9「那時，我對你們說：『管理你們的重任，我獨自擔當不起。
9And I said to you at that time:
10耶和華－你們的上帝使你們多起來。看哪，你們今日像天上的星那樣多。
10I alone am not able to bear you: for the Lord your God hath multiplied you, and you are this day as the stars of heaven, for multitude.
11惟願耶和華－你們列祖的上帝使你們比如今更多千倍，照他所應許你們的話賜福與你們。
11(The Lord God of your fathers add to this number many thousands, and bless you as he hath spoken.)
12但你們的麻煩，和管理你們的重任，並你們的爭訟，我獨自一人怎能擔當得起呢？
12I alone am not able to bear your business, and the charge of you and your differences.
13你們要按着各支派選舉有智慧、有見識、為眾人所認識的，我立他們為你們的首領。』
13Let me have from among you wise and understanding men, and such whose conversation is approved among your tribes, that I may appoint them your rulers.
14你們回答我說：『照你所說的行了為妙。』
14Then you answered me: The thing is good which thou meanest to do.
15我便將你們各支派的首領，有智慧、為眾人所認識的，照你們的支派，立他們為官長、千夫長、百夫長、五十夫長、十夫長，管理你們。
15And I took out of your tribes men wise and honourable, and appointed them rulers, tribunes, and centurions, and officers over fifties, and over tens, who might teach you all things.
16「當時，我囑咐你們的審判官說：『你們聽訟，無論是弟兄彼此爭訟，是與同居的外人爭訟，都要按公義判斷。
16And I commanded them, saying: Hear them, and judge that which is just: whether he be one of your country, or a stranger.
17審判的時候，不可看人的外貌；聽訟不可分貴賤，不可懼怕人，因為審判是屬乎上帝的。若有難斷的案件，可以呈到我這裏，我就判斷。』
17There shall be no difference of persons, you shall hear the little as well as the great: neither shall you respect any man’s person, because it is the judgment of God. And if any thing seem hard to you, refer it to me, and I will hear it.
18那時，我將你們所當行的事都吩咐你們了。」
18And I commanded you all things that you were to do.
19「我們照着耶和華－我們上帝所吩咐的從 何烈山 起行，經過你們所看見那大而可怕的曠野，往 亞摩利 人的山地去，到了 加低斯‧巴尼亞 。
19And departing from Horeb, we passed through the terrible and vast wilderness, which you saw, by the way of the mountain of the Amorrhite, as the Lord our God had commanded us. And when we were come into Cadesbarne,
20我對你們說：『你們已經到了耶和華－我們上帝所賜給我們的 亞摩利 人之山地。
20I said to you: You are come to the mountain of the Amorrhite, which the Lord our God will give to us.
21看哪，耶和華－你的上帝已將那地擺在你面前，你要照耶和華－你列祖的上帝所說的上去得那地為業；不要懼怕，也不要驚惶。』
21See the land which the Lord thy God giveth thee: go up and possess it, as the Lord our God hath spoken to thy fathers: fear not, nor be any way discouraged.
22你們都就近我來說：『我們要先打發人去，為我們窺探那地，將我們上去該走何道，必進何城，都回報我們。』
22And you came all to me, and said: Let us send men who may view the land, and bring us word what way we shall go up, and to what cities we shall go.
23這話我以為美，就從你們中間選了十二個人，每支派一人。
23And because the saying pleased me, I sent of you twelve men, one of every tribe:
24於是他們起身上山地去，到 以實各谷 ，窺探那地。
24Who, when they had set forward and had gone up to the mountains, came as far as the valley of the cluster: and having viewed the land,
25他們手裏拿着那地的果子下來，到我們那裏，回報說：『耶和華－我們的上帝所賜給我們的是美地。』
25Taking of the fruits thereof, to shew its fertility, they brought them to us, and said: The land is good, which the Lord our God will give us.
26「你們卻不肯上去，竟違背了耶和華－你們上帝的命令，
26And you would not go up, but being incredulous to the word of the Lord our God,
27在帳棚內發怨言說：『耶和華因為恨我們，所以將我們從 埃及 地領出來，要交在 亞摩利 人手中，除滅我們。
27You murmured in your tents, and said: The Lord hateth us, and therefore he hath brought us out of the land of Egypt, that he might deliver us into the hand of the Amorrhite, and destroy us.
28我們上哪裏去呢？我們的弟兄使我們的心消化，說那 地的 民比我們又大又高，城邑又廣大又堅固，高得頂天，並且我們在那裏看見 亞衲 族的人。』
28Whither shall we go up? the messengers have terrified our hearts, saying: The multitude is very great, and taller than we: the cities are great, and walled up to the sky, we have seen the sons of the Enacims there.
29我就對你們說：『不要驚恐，也不要怕他們。
29And I said to you: Fear not, neither be ye afraid of them:
30在你們前面行的耶和華－你們的上帝必為你們爭戰，正如他在 埃及 和曠野，在你們眼前所行的一樣。
30The Lord God, who is your leader, himself will fight for you, as he did in Egypt in the sight of all.
31你們在曠野所行的路上，也曾見耶和華－你們的上帝撫養你們，如同人撫養兒子一般，直等你們來到這地方。』
31And in the wilderness (as thou hast seen) the Lord thy God hath carried thee, as a man is wont to carry his little son, all the way that you have come, until you came to this place.
32你們在這事上卻不信耶和華－你們的上帝。
32And yet for all this you did not believe the Lord your God,
33他在路上，在你們前面行，為你們找安營的地方；夜間在火 柱 裏，日間在雲 柱 裏，指示你們所當行的路。」
33Who went before you in the way, and marked out the place, wherein you should pitch your tents, in the night shewing you the way by fire, and in the day by the pillar of a cloud.
34「耶和華聽見你們這話，就發怒，起誓說：
34And when the Lord had heard the voice of your words, he was angry and swore, and said:
35『這惡世代的人，連一個也不得見我起誓應許賜給你們列祖的美地；
35Not one of the men of this wicked generation shall see the good land, which I promised with an oath to your fathers:
36惟有 耶孚尼 的兒子 迦勒 必得看見，並且我要將他所踏過的地賜給他和他的子孫，因為他專心跟從我。』
36Except Caleb the son of Jephone: for he shall see it, and to him I will give the land that he hath trodden upon, and to his children, because he hath followed the Lord.
37耶和華為你的緣故也向我發怒，說：『你必不得進入那地。
37Neither is his indignation against the people to be wondered at, since the Lord was angry with me also on your account, and said: Neither shalt thou go in thither.
38伺候你、 嫩 的兒子 約書亞 ，他必得進入那地；你要勉勵他，因為他要使 以色列 人承受那地為業。
38But Josue the son of Nun, thy minister, he shall go in for thee: exhort and encourage him, and he shall divide the land by lot to Israel.
39並且你們的 婦人 孩子，就是你們所說、必被擄掠的，和今日不知善惡的兒女，必進入那地。我要將那地賜給他們，他們必得為業。
39Your children, of whom you said that they should be led away captives, and your sons who know not this day the difference of good and evil, they shall go in: and to them I will give the land, and they shall possess it.
40至於你們，要轉回，從 紅海 的路往曠野去。』
40But return you and go into the wilderness by the way of the Red Sea.
41「那時，你們回答我說：『我們得罪了耶和華，情願照耶和華－我們上帝一切所吩咐的上去爭戰。』於是你們各人帶着兵器，爭先上山地去了。
41And you answered me: We have sinned against the Lord: we will go up and fight, as the Lord our God hath commanded. And when you went ready armed unto the mountain,
42耶和華吩咐我說：『你對他們說：不要上去，也不要爭戰；因我不在你們中間，恐怕你們被仇敵殺敗了。』
42The Lord said to me: Say to them: Go not up, and fight not, for I am not with you: lest you fall before your enemies.
43我就告訴了你們，你們卻不聽從，竟違背耶和華的命令，擅自上山地去了。
43I spoke, and you hearkened not: but resisting the commandment of the Lord, and swelling with pride, you went up into the mountain.
44住那山地的 亞摩利 人就出來攻擊你們，追趕你們，如蜂擁一般，在 西珥 殺退你們，直到 何珥瑪 。
44And the Amorrhite that dwelt in the mountains coming out, and meeting you, chased you, as bees do: and made slaughter of you from Seir as far as Horma.
45你們便回來，在耶和華面前哭號；耶和華卻不聽你們的聲音，也不向你們側耳。
45And when you returned and wept before the Lord, he heard you not, neither would he yield to; your voice.
46於是你們在 加低斯 住了許多日子。」
46So you abode in Cadesbarne a long time.
